Land management transfers at Bells Beach

The Authority will be taking on land management responsibility for Crown land at Bells Beach in 2024

The Authority has been appointed to take on management responsibility from Surf Coast Shire Council for the Bells Beach Surfing Recreation Reserve on 1 July 2024.

While the Authority is already responsible for much of the land in this area, the transfer will extend the Authority's management to additional bushland and car parks, including:

  • the Waves car park (corner of Bells Beach Road)
  • Winkipop and Bells Beach
  • bushland up to the East edge of Southside car park
  • water 300m out to sea, from Rocky Point in Torquay up to Point Addis Marine Sanctuary

In the short term, the Authority will work with Surf Coast Shire Council to continue the current level of service for caring for and maintaining the land.

Current management and maintenance of the Reserve is guided by the Bells Beach Surfing Recreation Reserve Coastal and Marine Management Plan 2015-25 (CMMP). The Authority will be responsible for developing a new CMMP for the Reserve – this will involve extensive community, stakeholder and Traditional Owner consultation and engagement to ensure the natural, cultural and heritage values of the Reserve are protected and enhanced.

We know Bells Beach is a much-loved and important area for the community, tourists and local stakeholders and welcome knowledge and insights to help shape our future land management plans for the area.

The land transfer process will acknowledge the significance of the Rip Curl Pro and take place with minimal disruption to the planning and operation of the event.
