In October 2023, the Great Ocean Road Coast and Parks Authority (the Authority) engaged with key stakeholders and community on a draft design for a replacement beach access ramp adjacent to the Jan Juc Surf Life Saving Club (SLSC). We received valuable insights from community on how you use and value Jan Juc beach, how you use the existing ramp and if there were any concerns about the new ramp design.
We are pleased to now have a final design for the ramp. You can see the design and What We Heard report from the engagement period below.
Project overview
We’ve been working with the key stakeholders to improve the beach access ramp and provide safer access for lifesavers, pedestrians and maintenance vehicles and equipment.
This beach access ramp will be a replacement of the current ramp, which has degraded over time and does not provide adequate, safe access for the all-terrain vehicles (ATVs) used by the SLSC, other important maintenance vehicles and ambulances.
Works are supported by our Draft Point Impossible to Jan Juc Masterplan 2020-25 (subplan 6, action 6) which identifies as a priority that the Authority;
- Upgrade beach access at Jan Juc Surf Life Saving Club to ensure vehicles and equipment can come on and off the beach safely.
Final Jan Juc SLSC beach access ramp design
The design for the new beach access ramp is focused on safety and functionality to provide improved access for lifesavers, pedestrians, maintenance vehicles and their equipment.

The access ramp has been designed to enhance and improve safety outcomes for all users. It will include safety features such as a non-slip surface and a hand, mid and toe rail.
When the ramp is in use by emergency services or the Jan Juc SLSC, a safety spotter will be present while vehicles drive on the ramp. There will be safety signage and a bollard installed to prevent public vehicle access to the ramp and beach.
The ramp has been designed to improve access to the beach for the Jan Juc SLSC and for emergency service vehicles through its use of non-slip surfaces and railing. Despite the upgrades in accessibility features, it will not provide all-abilities access.

The ramp design has been optimised to reduce environmental and community impacts. This includes:
- Designing the ramp to feature footings that are more resilient to climate change impacts, by fixing the footings to underlying rocks, allowing waves to pass under and through the ramp decking during a storm or large swell.
- Designing the ramp to curve away from the ocean and towards the beach, reducing impacts to the dunes and allowing a reduction in the overall length of the ramp.
The ramp pictured gives an idea of what the Jan Juc ramp general appearance will be. Some differences will be:
- The Jan Juc SLSC ramp would be steeper and shorter.
- The Jan Juc SLSC ramp would be slightly wider and curved.
- No rocks are included in the design.
We anticipate the new ramp to be constructed later this year, pending planning approvals and contractor availability.

In August 2022, the Authority engaged with key stakeholders together with the community on a draft design for a replacement beach access ramp adjacent to the Jan Juc SLSC. Based on feedback the initial ramp design was revised to reduce its size while retaining safety features and functionality. In 2023 we went back out to community and key stakeholders with a final concept design and asked how you use the ramp, how you value the Jan Juc beach area and what you thought about the design. The design has been further revised and construction will be begin later in 2024.
The project is jointly funded by the Great Ocean Road Coast and Parks Authority and Coastal Environment Program Public Access and Risk Funding from the Department of Energy Environemtn and Climate Action. These works are also supported by the Great Ocean Road Visitor Experience Uplift grant from the Victorian Government.
